Hardly, these are just very young looking models. The guy in the center is actually from Jamaica. He looks very underage, if you don't look very closely at him. He's well into his twenties when this photo was taken. These guys are all over the net, especially the "twink" sites. They don't use underage, just models who look like they are or could be.
