Both of these photos show a cock that looks somewhat over-pumped. The indentations would be either "natural" or caused by binding the cock with tape or something during the vacuum pumping.
I cannot comprehend the purpose if the indentations were done deliberately. Generally the area just below the cock head is bound because it will become the most grotesquely bloated during over-pumping.
