Back then most people had 1024 x 768 screen resolution (if not 800 x 600), so the quality wouldn't have seemed that bad.
Also, internet speeds were horrible, so they might've even reduced the video quality on purpose in order to get more views from people who didn't want to wait for the video to buffer.
